Hello family and freinds
As you already know, I am running for a position on the Antioch Unified School Board. Elelction is just around the corner,
November 7th, 2006.
Just briefly, I have a son at Deer Valley High and daughter at Dallas Ranch Middle. I am a 15 year resident and a hands
on parent. My children are doing very well in our district. I have faith in our schools and believe we will get better with
each passing year. Please know I have our kids best interest at heart and will do everything I can to help with Safety concerns
on and off campus. I will work hard with our teachers, principals and staff to get our Academic Performance bar raised among
other things. If there is something I don't know, I will research and study until I do!
My yard signs are in. If you would like me to drop by and put one in your yard, please reply to this email. Also, if you
can, I have my fliers available for walking precincts. Let me know where you can help. Thanks
Also, please visit my webpage to learn more about me at www.DeeVieira4schoolBoard.com And..... pass this along to you
friends! They need to know who I am too!
Please see attached invite, (you may have already got one) so let this second one serve as a reminder. Please stop by
and say hi!
Take Care, Dee

Hello friends and neighbors,
If you think your neighborhood might be taking a nose dive.....you might want to attend this meeting. See details from
the city council below. Also attached is a preliminary outline of how the Rental Inspection Program might work.
Hope to see you there
Sincerely,
Dee Vieira
TO: Mayor and Councilmembers
PREPARED BY: Mayor Pro Tem Brian Kalinowski, Quality of Life Subcommittee
Councilmember Jim Conley, Quality of Life Subcommittee
Mayor Pro Tem Brian Kalinowski, Rental Housing Subcommittee
Councilmember Jim Davis, Rental Housing Subcommittee
DATE: July 5, 2006
SUBJECT: Quality of Life Forum and Rental Housing Subcommittee Reports
QUALITY OF LIFE FORUM
As the City Council is aware, the Quality of Life Forum has been scheduled for July 22, 2006 at the Lone Tree Event Center.
We envision there being a registration and assembly period from 8:30 to 9:00 am with the session starting promptly at 9:00
o’clock. We believe that the session should be able to be concluded by about noon, with the entire Forum completed
by 1:00 pm. We recommend that refreshments be made available in the morning hours for everyone desiring to participate.
Based on Council input, the City Manager has retained a professional facilitator that will assist in the conduct of the
forum. The facilitator is Larry Bienati, who has substantial experience in meeting facilitation. In addition to his vast experience
as a facilitator, Mr. Bienati has extensive corporate experience in strategic planning, organization strategy, and leadership
development.
At the meeting on July 11th, we will be prepared to provide more details about the agenda for the Saturday forum.
RENTAL HOUSING SUBCOMMITTEE
The Rental Housing Subcommittee has met on two occasions to discuss steps that can be taken to address community concerns
about this important issue. Staff has begun the work of studying the feasibility and desirability of the City of Antioch creating
their own Housing Authority. In addition, at the July 11th meeting, the staff will have presented the initial outline of a
Rental Inspection Program, which we believe has the potential for quick results with respect to improving code compliance
for all rental units in the city. Beyond that, we are looking forward to receiving community input and feedback related to
rental housing programs at the Quality of Life Forum on July 22nd. The Subcommittee remains committed to working with the
staff on other ideas that will be effective in our enforcement efforts.
The Subcommittee can make itself available for further public meetings following the Forum on the 22nd, should that be
helpful in our efforts to improve the quality of life in Antioch.

Dear Editor,
The Contra Costa Times front page March 15, 2005 by Kiley Russell was very informative and revealing about the extreme
growth Far East Contra Costa County is experiencing. This letter is not about actual growth in the area as that is important
to progress, new families, new jobs, and new infrastructure. What was very
disappointing but not unexpected was the attitude and pompous comments by a Shea Homes Representative that was quoted
by the Times. This apparent
" Community Planning Manager " was quoted: " We have no obligation to Knightsen " after being asked
what road improvements were being made in mitigation for
their over 1,300 home development that may dump 3,000 car trips plus through the Knightsen Community of 1200 people.
In addition, being quoted as saying that the " Water wells being drilled ( for 3,000 people ) were only for emergency
purposes " . So does this mean if an emergency happens screw everyone surrounding the project with a well ? These are
the types of issues that everyone in Brentwood, Oakley, Knightsen, Bethel Island, Byron and in between will deal with for
the rest of their residency in Contra Costa County long after the " Community Planning Manager " and the developer
profits are long gone. The Supervisors should force infrastructure before development. Rampant growth without sufficient infrastructure
contributes to fatalities (Vasco Road is a prime example). I commend Supervisor Federal Glover for at least attempting to
hold the line and hold the revenue until the cities can agree on future development. Major arteries like Vasco Road, Highway
4, Byron Highway all suffer because of the lack of infrastructure needed prior to development. People this is exactly why
the roads, fire service, police service, schools, and other vital needs are less adequate now. Our roads need work before
we dump thousands more cars on them, Our water needs to be protected for everyone to enjoy, and our children should not be
left with debt burden that will be placed on them because " The Community Planning Manager " has decided there is
no obligation. Growth is O.K., community friendly developers would be just as nice. Maybe Knightsen can make a " Toll
Road " to pay for it's substandard Byron Highway......, ... we know the "Community Planning Manager" is under
no obligation.......

I read with great concern in the ledger today something Antioch Council
Member, Arne Simonsen said, with regards to the taking of land by eminent
domain for a 3rd High School needed in Antioch. He said, that the city
should not get involved in the school districts affairs. "This is not our
business, we are not a joint authority"
No one is saying that the city should tell the school district how things
should be done or visa versa, but the city, the school district and
developers should converse and plan our community together. Then Arne goes
on to say that "The district failed to work with the city to identify a
proper site and it should have been done a decade ago" A decade ago, we
were minus thousands of new homes and land was available. All of you are to blame! I found the answer on line, read on:
As outlined in the Antioch General Plan Alternative Table, it says under
school facilities. The City would direct potential developers to the
school district for a determination of project-related school facility needs
and appropriate mitigation. New residential development would be approved
only upon notification by the school district that appropriate school
facilities mitigation has been committed by the project developer and agreed
to by the District."[Also outlined in this document]..."cities can best help
local school districts by ensuring that the district has as much advance
warning as possible regarding new residential development, directing
developers to work with the school district regarding facilities needs and
mitigation, and by providing a sufficient inventory of land on the General
Plan land use map for future school construction."
Sure sounds like to me that ALL of you, past and present should have been
working together. Now, you have this poor land owner backed in to a corner
forcing him to give up his land when all of you should have been working
together in the first place!
Did you ever consider that building thousands of new homes would generate
multiple school aged children and now look who is suffering, the man with
the land and our kids!

Annette,
After watching the morning news on today today regarding the closing of Bidwell elementary, I thought of you and how you
would portray Dennis Goettch riding his bike to work. Channel 2 had a reporter live at Bidwell this morning. Apparently,
they were also live at the school board meeting last night where Bidwell children rode their bikes in protest of the school
closing and also as a suggestion to Mr. Goettch to give up his $700 a month travel expense and ride his bike to work. They
claim this could save a potential $8400 a year for the district.
I had a visual of a cartoon from you.
Additionally, did you happen to catch the city council meeting on Tues regarding the rescinding of the subsidy by Reynolds
& Brown, developer of the controversial Blue Rock Busn. Park/apartments at Golf Course and Lone Tree? Quite a bit of humor
there.
Thanks again for giving East County the opportunity to see the lighter side of the many serious issues we face as residents.

I wanted to tell you how much we love/loved your cartoons depicting the possible closure of Bidwell School. I have lived
in Antioch since 1968. I also graduated from Antioch High in 1980. I now live 7 houses away from Bidwell School and I have
a third grader at Bidwell School. Yes, I am upset, but the more I look into Mr. Geottsch's contract and the other's at the
school districts contracts, no wonder there is a $8,000.000.00 deficiency. Have you ever read Mr. Geottsch's contract? Wow,
he has a real sweet deal. To sweet for what he has not done. As for the school board-Mr. Olenchalk, Mrs. Seelinger, Mr.
Hudson and even Bart Sandborn can go! When Mr. Geottsch speaks it sounds just like Mr. Olenchalk. And of course I had all
these people as teachers or I went to school with their children...well, thank you for your marvelous cartoons. You are very,
very talented!
Sincerely,
Kelly Jensen
